In accordance with the Police Conduct Regulations we are required to publish the following information –
A gross misconduct disciplinary hearing was held by Northamptonshire Police at Force Headquarters between January 21 and 24, 2025, in relation to Constable PC 0895 Peter Dumbarton.
The allegation was one of off duty sexual misconduct.
It was alleged that on January 15, 2019 the officer concerned breached the standards of professional behaviour relating to:
The officer was present at the hearing and denied the allegations.
The panel determined that the most suitable outcome was dismissal without notice, commenting “The behaviour of the officer demonstrated a disregard of a person’s consent during sexual intercourse. The misconduct was extremely serious, and given the criminal sexual nature of his conduct, correctly resulted in the termination of his duty (CoP Guidance 2017 para. 4.19). The panel was satisfied that the breach of the Standards found were incompatible with the officer’s continued service, therefore his conduct justified dismissal. There was a need to protect public confidence in, and the reputation of, the police service, a need to maintain high professional standards and a need to protect the public by preventing similar misconduct in the future. This was only appropriately served by the outcome of dismissal without notice.

Deputy Chief Constable Ash Tuckley, who oversees the Professional Standards Department (PSD) at Northamptonshire Police, said:
“The courage of Miss A in speaking up and engaging with the misconduct investigation is remarkable. I want to assure people that when reports of this nature are received by PSD they will be investigated sensitively and thoroughly.”
“Violence against women and girls will not be tolerated within our organisation. This officer’s conduct can only be seen as wholly discreditable and serves to undermine public confidence in the police. Whether on or off-duty, police officers must always uphold standards of behaviour and integrity. Rooting out those officers who do not uphold the highest of standards is the right thing to do in order to ensure public confidence and the safety of the public and our wider workforce”
