I am writing to request information under the Freedom of Information Act 2000 regarding road traffic collisions within your jurisdiction for the years 2022, 2023, and 2024.
We would like this data first at the total jurisdiction level and then broken down by the five most populous areas, as determined by the latest Census data.
Question 1. Car Collisions. For your entire jurisdiction, please provide:
A) The total number of reported road traffic collisions each year.
B) The most common roads where collisions occurred (top five per year).
C) The postcode areas with the highest number of collisions (top five per year) and the postcode areas with the lowest number of collisions (bottom five).
D) The primary contributory factors (e.g., speeding, reckless driving, driving under the influence, weather conditions, etc.).
E) The make and model of vehicles involved in these collisions.
For each of the five most populous areas within your area, please provide:
F) The number of reported road traffic collisions each year.
G) The most common roads where collisions occurred (top five per year).
H) The postcode areas with the highest number of collisions (top five per year).
I) The primary contributory factors.
J) The make and model of vehicles involved.
Question 2. Pedestrian Collisions
For your entire jurisdiction, please provide:
A) The total number of reported pedestrian-related collisions each year.
B) The most common roads where pedestrian-related collisions occurred (top five per year).
C) The postcode areas with the highest number of pedestrian-related collisions (top five per year) and the postcode areas with the lowest number of pedestrian-related collisions (bottom five per year).
D) The types of pedestrian crossings where these collisions occurred (e.g., zebra crossings, signal-controlled crossings, uncontrolled crossings, etc.).
E) The primary contributory factors.
For each of the five most populous areas within your area please provide:
F) The number of pedestrian-related collisions each year.
G) The most common roads where pedestrian-related collisions occurred (top five per year).
H) The postcode areas with the highest number of pedestrian-related collisions (top five per year).
I) The types of pedestrian crossings where these collisions occurred.

Question 3. Cycling, E-Scooter, and Motorbike Collisions
For your entire jurisdiction, please provide:
A) The total number of reported road traffic collisions involving cyclists, e-scooters, and motorbikes each year.
B) The most common roads where such collisions occurred (top five per year).
C) The postcode areas with the highest number of these collisions (top five per year) and the postcode areas with the lowest number of these collisions (bottom five per year).
D) The primary contributory factors.
For each of the five most populous areas within your area, please provide:
E) The number of reported road traffic collisions involving cyclists, e-scooters, and motorbikes each year.
F) The most common roads where such collisions occurred (top five per year).

Unfortunately, Northamptonshire Police are unable to provide you with the information requested. Having searched our Road Traffic Collision (RTC) database, we have identified over 7000 incidents recorded. To manually scrutinise each of these records would exceed the appropriate cost limit of £450.
We also searched for RTCs where a person was recorded as a pedestrian, which returned 475 results. Manually reviewing this number of records would also exceed the appropriate cost limit of £450.
Accordingly, please accept this Refusal Notice under s12(1) of the Freedom of Information Act 2000 (The Act).
In a bid to comply with our s16 Duty under The Act to offer advice and assistance, should you wish to revise your request, please be aware of and confirm the following: -
We may be able to provide you with the total number of RTCs for the years 2022, 2023 and 2024.
Also, when referring to ‘Car collisions’, are you seeking data regarding car-on-car collisions exclusively? We can filter vehicle types to only cars, but this will omit all RTCs where one or more of the vehicles is a van, goods vehicle, bus or other vehicle type and will also omit any single vehicle collision whereby street furniture or otherwise is damaged.
Furthermore, you are asking for data to be split by top 5 and bottom 5 populous areas as per the most recent Census, but have not specified what area group you are interested in. Census data can be filtered by multiple area types, please advise which area type you require such as Lower Tier Authorities, Electoral wards and divisions etc. You can view all available options on the Officer for National Statistics website if you are unsure.
