For the calendar year 1 January to 31 December 2024 in the area that falls under your jurisdiction can you please:
1. Identify the single speed camera site that generated the highest volume of enforcement in 2024. a) Provide its unique identifier, precise location (road name, nearest junction, speed limit) and camera type (fixed, average speed, red-light-speed). b) State the number of detected offences recorded by that camera in 2024. c) If held, provide the total value of fixed penalties paid that are attributable to that camera in 2024, and the number of points endorsed.
2. If you do not hold revenue figures, please confirm this and, under your section 16 duty to advise and assist, indicate which public body holds them and any camera reference needed for an onward request.
1, 1a & 1b:
I have to advise you that Northamptonshire Police is not obliged to provide this information you have requested under the Freedom of Information Act 2000.
Section 17 of the Freedom of Information Act 2000 requires Northamptonshire Police, when refusing to provide such information (because the information is exempt within the provisions of the Act) to provide you, the applicant, with a Notice which:
a) states the fact that an exemption has been applied
b) specifies the exemption in question, and
c) states why the exemption applies (if that would not otherwise be apparent)
The statutory exemption applicable to the information not disclosed is as follows:

This is an Absolute Class Based Exemption and is therefore not subject to a harm or public interest test.

If the Camera Description or Device Reference column in the spreadsheet says “SafeZone”, it is an average speed system; if it says “Hadecs” it is a fixed camera; if it says “LTI” it is laser detection (used for mobile enforcement).
1c:
All monies for speeding penalties are paid to HM treasury rather than to individual police forces. The fixed penalty for speeding is £100 and 3 points. You can see how many people have accepted a fixed penalty through the previously given webpage.
We are unable to provide information on the amount of revenue generated/paid to HM Treasury because a percentage of cases are referred for prosecution through the court system. This may be because the fine was not paid or because the driver elected to have a court hearing. Details of any fines issued following the defendants being found guilty in these cases is held by His Majesty’s Courts and Tribunal Service (HMCTS).

We are not aware of any specific reference required to identify a particular speed camera when contacting HMCTS, beyond what is already published.
