Please provide details of the mechanisms, policies, or processes your force had in place from 1 January 2021 to the present for:

Question 1 - Receiving and reviewing findings, recommendations or learning from Serious Case Reviews, Child Safeguarding Practice Reviews or equivalent reviews concerning children

Question 2 - Disseminating and embedding this learning internally within the force, including between departments, teams or officers

Question 3 - Sharing or embedding this learning externally with partner agencies or multi-agency safeguarding partnerships

Question 4 - Monitoring or evaluating whether this learning has been implemented effectively in practice

Question 5 - If possible, please provide copies of any relevant policies, procedures, frameworks or guidance documents that were in place during this period

Question 6 - If policies or processes have changed since 1 January 2021, please provide information on the current version and any revisions during this period

Response

Question 1

This function sits with the Multi Agency Safeguarding Hub (MASH) within Northamptonshire Police Protecting Vulnerable People (PVP) command.

The Partnership and Review Officer sits within the Multi Agency Safeguarding Hub (MASH).

Part of the roles and responsibilities of these posts are to raise any concerns that may require review and work closely with the business office function of the Northamptonshire Safeguarding Children Partnership (NSCP). This business office function then facilitates and administers all statutory review processes.

Representatives from Northamptonshire Police act as panel members within all Rapid Reviews, Child Safeguarding Practice Reviews and equivalent.
Action plans, tasks and recommendations coming from any such review are administered and maintained by the NSCP business office. The results are published by NSCP having been approved by the Northamptonshire Safeguarding Children Board.

Question 2

Actions, recommendations and learning from any review process are implemented in a manner commensurate with the task.

However, this may include:

• The use of individual learning or refreshing of existing training,
• the Northamptonshire Police internal intranet pages which are available and viewed by the entire organisation,
• Specific vlogs or briefings to officers and staff on a particular subject matter,
• Awareness and learning linked to Continuous Professional Development,
• The implementation of new training packages via the College of Policing or local Learning and Development
• Attending, participating and facilitating thematic learning events for practitioners

Reviews, action plans and progress are presented to the force Child Protection Working Group (CPWG) chaired by the Head of PVP to ensure senior officer governance and direction. This CPWG in turn reports to the force Child Vulnerability Board which is chaired by ACC Emma James.

Question 3

This is achieved via the regular NSCP multi agency performance meetings and all the subsidiary working groups.

Question 4

As above, administered by the Northamptonshire Police MASH Partnership and Review Officer role.

Both the above documents were revised when WTSGC 2018 was superseded by WTSGC 2023.
