I would like to know how many offences have been recorded under the non-fatal strangulation offence (s75A Serious Crime Act 2015 (as amended by Domestic Abuse Act 2021), since it was introduced in June 2022. Please could you tell me the following:
1. How many crimes of non-fatal strangulation (s75A Serious Crime Act 2015) have you recorded between 7 June 2022 to the 31 Dec 2024, broken down by year? Please include all occurrences, including where this is not the primary offence.
2. Please also provide a count of all other offences associated with the investigations from Q1, e. other secondary or primary offences that were recorded at the same time, for example if it was recorded alongside a sexual offence. Please list full offence titles and total count these of linked offences over the time period.
3. For all of the investigations in Q1, please extract and send the redacted crime
4. Please provide a separate breakdown of total victims and suspects count by a) age group (categories: Aged 15 years and under · Aged 16 to 24 years · Aged 25 to 34 years · Aged 35 to 49 years Aged 50 to 64 years · Aged 65 years and over) and b) gender, linked to investigations from Q1
5. Please provide a separate breakdown of case outcomes: for non-live cases, by outcome type and total count, for investigations from Q1.
6. Please provide a separate breakdown of the total number of arrests where non-fatal strangulation is part of the of the arrest offences.
Northamptonshire Police systems are designed primarily for the management of individual cases and not for the production of statistical information for Freedom Of Information responses.
Section 17 of the Freedom of Information Act 2000 requires Northamptonshire Police, when refusing to provide such information (because the information is exempt) to provide you the applicant with a notice which:

The information you are requesting is not held by Northamptonshire Police in any reasonably retrievable form. The only means of establishing information of the nature you are requesting would be by way of manual examination of each record to see if there were associated crimes. Our information retrieval process generally relies on a computer ran report which captures any information recorded upon the surface of a record or within specified fields. Where relevant information is held deeper in the record, or outside of a specified field, a manual assessment is usually required to retrieve that information.
It is my assessment that the cost of providing you with the information requested would exceed the 'appropriate level' as set out in the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
My assessment is that it would cost 1,566 (number of records) x 2 minutes each (minimum) = over 52 hours at £25 per hour to respond to your request, which exceeds the 'appropriate limit' (currently £450 for 'prescribed costs').
In view of the above, and in accordance with the provisions of the Freedom of Information Act 2000, please take this letter as a Refusal Notice.
You may wish to refine and resubmit your request so that it reduces the costs shown above and is then within the 'appropriate limit' shown above.
