Tender Generic Process – EU Restricted
The tender process is designed to support the force in obtaining value for money and ensuring fair and open competition between prospective suppliers.
 | Stage 1 – Expressions of Interest Receive alerts for any new tenders by registering on TED: http://ted.europa.eu Express an interest by emailing commercialprocurementunit@northants.police.uk Stage 2 – Pre-Qualification Questionnaire (PQQ) and EvaluationThose registered will be sent the PQQ to complete and return. The PQQ's and supporting documents received will be evaluated in accordance with the selection criteria set out in this PQQ. This will result in a number of potential suppliers who will be invited to complete an invitation to tender (ITT). Not everyone who submits a PQQ will be invited to tender. For some, this could be the end of the process. Stage 3 – Issue of the Invitation to Tender (ITT)The ITT contains the specification and invites you to return your offer. Optional: Open Day – Where practical and appropriate a ‘meet and greet' and/or site visit before the ITT deadline, maybe required. This gives you the opportunity to ask questions and to ensure our tendered requirements are clearly identified. Stage 4 – Invitation to Tender EvaluationOn receipt of your submission, dates for presentations will be arranged. After the presentation there will be an evaluation. For some, this will be the end of the process. However, a selected few will go forward to Stage 5 and a pilot or testing period. Stage 5 – Invitation to Tender Evaluation Trial/TestOptional: This will not be required for each and every tender however where practical and appropriate a trail / test could be requested. A final evaluation will take place, based on the trial and testing leading to the final award. This will be the end of the process. Stage 6 – The Award and Regret LettersThe Tender Team will select the bidder to become the preferred supplier(s) on the basis of the tender response and subsequent presentations and pilot. Alcatel Standstill 10 day Period : There will then follow a standstill period where applicants can ask for feedback on the award decision. Stage 7 – Contract ImplementationThe contract documents will be drawn up and signed with clear expectations of each others roles. The tender team and the successful supplier(s) will work together to implement the contract. Stage 8 – Contract ManagementThe contract is then managed on a day-to-day basis with the lead department, the supplier and procurement meeting on a regular basis to discuss, share and evaluate the progress. |

The quotation process is designed to support the force in obtaining value for money and ensuring fair and open competition between prospective suppliers.
 | Stage 1 – Review of Buying Solutions or ESPO or Northamptonshire County Council FrameworksOur buyer will review the frameworks available to use. 1. www.buyingsolutions.gov.uk The rules of each framework will decide the process we can undertake. Within the OGC frameworks the issue of the mini-tender document and the submission is electronic. Stage 2 – Issue Mini–Tender SpecificationThe specification and invites those on the framework to return their offer. Optional: Open Day – Where practical and where critical to the solution we may require a ‘meet and greet' and/or site visit before the submission deadline. This gives you the opportunity to ask questions and to ensure our requirements are clearly identified. Stage 3 – Invitation to Tender Evaluation - SubmissionOn receipt of the offers they will be evaluated and where critical and necessary a presentation may be required before a successful supplier is awarded. Stage 4 – Regret NotificationOur buyer will inform all who quoted the outcome and thank you for your time taken. Stage 5 – Contract CompletionThe purchase order will be raised and the order placed with your company. The recommendation is to register with TED and respond to frameworks that are appropriate to your business. |

The quotation process is designed to support the force in obtaining value for money and ensuring fair and open competition between prospective suppliers.
 | Stage 1 – Review of the market place Our buyer will review the marketplace for each and every RFQ. This will include those suppliers who have registered an interest in working with Northamptonshire Police, those who have undergone a tender process and been successful, those who have been recommended by other Forces. Our recommendation is to register on: 1. www.bluelight.gov.uk Stage 2 – Issue Request for Quotation (RFQ)The RFQ contains the specification and invites you to return your offer. Stage 3 – Invitation to Tender Evaluation - SubmissionOn receipt of your offer it will be evaluated and a successful supplier informed. Stage 4 – Regret NotificationOur buyer will inform all who quoted the outcome and thank you for your time taken. Stage 5 – Contract CompletionThe purchase order will be raised and the order placed with your company. |
