The Safer Roads Team were formed in April 2011 by Northamptonshire Police following the disbanding of the Casualty Reduction Partnership to continue to address road safety concerns and in particular the significant role speeding plays in road accidents and the resultant outcome.
It is reported that 12 per cent of all road accidents and 24 per cent of fatal road accidents are caused by excessive or inappropriate speeding.(1) More than two thirds of accidents, causing people to be killed or seriously injured, occur in areas where the speed limit is 40mph or less and people are twice as likely to be killed in an accident at 35mph, compared to one at 30mph.(2)
The Safer Roads Team delivers three core functions:

Speed management, by means of safety camera operations;

Processing and administration of detected offences

Road safety education, by means of court diversion and targeted education programmes.
Beyond these core functions, the Safer Roads Team also collaborate with other departments, local authorities and other external agencies/organisations to support local & national road safety campaigns, with the aim of challenging road crime and anti-social driving behaviour, to make our roads safer for all users.
The Safer Roads Team:

Support communities by assessing speeding related concerns in their area through data collection and responding with the most appropriate course of action.

Where applicable undertake mobile speed enforcement to reduce offending as an antisocial behaviour and risk of harm.

Where mobile enforcement may not be practical or appropriate, support the Safer Community Teams through training of hand held speed measurements devices enabling them to respond to local identified priorities.

Reduce reoffending through the diversion of drivers who meet the applicable criteria to National Driver Offender Retraining Schemes and other identified initiatives.

Provide support to those drivers who have been detected speeding through mobile enforcement, to reach an informed decision as to the most appropriate course of action for their circumstances.

To bring to justice those drivers who seek to evade identification and/or to frustrate the process in order to avoid prosecution.

Through the monitoring and management of enforcement and resultant outcomes, provide an effective and efficient service.
